Tidewater Friends of Foster Care (TFFC) is a charitable organization making a positive impact in the lives of foster children in Hampton Roads. Founded by foster parents Richard Litton and Audra Bullock in June of 2016, TFFC is a 501(c)(3) non-profit, funded exclusively by private donations and foundation grants, serving over 1700 foster and at-risk children annually. Our services span foster homes throughout Hampton Roads and to Richmond, with the goal of enriching the lives of as many foster children as possible. We partner with local social service agencies, businesses and non-profits to facilitate access to resources that will improve outcomes for foster youth in Virginia.

Our Goals
- To build a population of licensed foster care parents that exceeds that number of children entering care.
- To ensure that foster youth have one placement between entering and exiting foster care and that they leave foster care through successful family reunification or adoption and not through aging out.
- To afford foster youth the support necessary to perform on par with their non-foster-care peers and transition to successful adulthood.
